On 2 December 2011, human rights defender Ms *Norma Andrade* was shot five times in Ciudad Juárez in the State of Chihuahua. She was hospitalised as a result of injuries sustained, and she is reportedly in a stable condition. Norma Andrade is the founder of /*Nuestras Hijas de Regreso a Casa*/ – NHRC (May Our Daughters Return Home). Her human rights work focuses on fighting for justice for the victims of femicide and their families in the State of Chihuahua.
On 2 December 2011, at approximately 2pm, Norma Andrade was shot five times on Fernando Pacheco Parra Street in Ciudad Juárez by an unknown man. She sustained injuries to her torso, right shoulder and right hand.
Unknown individuals had reportedly telephoned the school where Norma Andrade works at approximately 8am on the morning of the attack, asking if the human rights defender had already arrived and then asking at what time she would be likely to arrive, and if she would come to work in the afternoon. Upon failing to garner information from the teaching staff, the unidentified callers said that they would be waiting for her outside the school.
Many members of NHRC have filed complaints after receiving threats as a result of their fight against femicide in the State. It is reported that the authorities have failed to effectively investigate these complaints and have failed to bring those responsible to justice.
On 14 February 2001, Ms Lilia Alejandra Garcia Andrade, Norma Andrade's daughter, was abducted, raped, tortured and murdered in Ciudad Juárez.

Andrade's other daughter, Ms *Malú García Andrade*, President of NHRC, was the subject of a Front Line urgent appeal when her home was intentionally set on fire. She subsequently had to leave Ciudad Juárez for her own safety and that of her family.
According to reports, on 30 September 2011, Malú García Andrade received threatening phone calls from an unidentified caller who is reported to have said that the location of the human rights defender and her family had been discovered. A few days later, a close acquaintance of Malú García Andrade was physically assaulted, and the victim was instructed to tell the human rights defender that “le daban doce horas para abandonar la ciudad o de lo contrario asesinarían a sus familiares” (they were giving her 12 hours to leave the city or else they would kill her family members). When reporting these events to the federal and state authorities, Malú García Andrade asked for increased protection for her mother due to the threats that they both faced.
Front Line believes that the shooting of Norma Andrade is directly related to her legitimate work in the defence of human rights, particularly her struggle against femicide in the State of Chihuahua. Front Line remains deeply concerned for the physical and psychological integrity of all human rights defenders in the state of Chihuahua. Front Line believes that the Mexican authorities must show their commitment in the fight against impunity and ensure that the alarming pattern of femicides in the State of Chihuahua, and particularly in Ciudad Juárez, comes to an end and that those working to promote and protect the rights of women and girls are protected.
Front Line urges the authorities in Mexico to:
- Carry out an immediate, thorough and impartial investigation into the shooting of human rights defender Norma Andrade, with a view to publishing the results and bringing those responsible to justice in accordance with international standards;
- Take all necessary measures to guarantee the physical and psychological integrity and security of Norma Andrade, as well as that of her family members;
- Guarantee in all circumstances that all human rights defenders in Mexico are able to carry out their legitimate human rights activities without fear of reprisals and free of all undue restrictions.

*Andrade* recibió cinco disparos en Ciudad Juárez en el Estado de Chihuahua. A consecuencia de las heridas sufridas Norma Andrade fue hospitalizada y según la información recibida se encuentra en condición estable. Norma Andrade es la fundadora de la organización *Nuestras* *Hijas* *de* *Regreso* *a* *Casa* (NHRC). Su labor de derechos humanos se centra en la lucha por la justicia para las víctimas de feminicidio y sus familias en el Estado de Chihuahua.
El 2 de diciembre de 2011, aproximadamente a las 14:00 horas, un desconocido disparó a Norma Andrade alcanzándola cinco veces, en la Calle Fernando Pacheco Parra en Ciudad Juárez. La defensora de derechos humanos sufrió heridas en el torso, el hombro derecho y la mano derecha.
Según la información recibida, el mismo día del ataque, individuos desconocidos habían llamado a la escuela donde trabaja Norma Andrade aproximadamente a las 08:00 de la mañana, preguntando si la defensora de los derechos humanos ya había llegado, a qué hora era probable que llegara y si llegaría a trabajar por la tarde. Al no obtener información del personal docente, dijeron que estarían esperándola afuera de la escuela.
Muchos integrantes de la NHRC han presentado denuncias tras recibir amenazas como consecuencia de su lucha contra el feminicidio en el Estado. Según informes, las autoridades no han investigado estas denuncias eficazmente y no han llevado a los responsables ante la justicia.
El 14 de febrero de 2001, Lilia Alejandra García Andrade, la hija de Norma Andrade, fue secuestrada, violada, torturada y asesinada en Ciudad Juárez. La otra hija de Norma Andrade, *Malú García Andrade*, Presidenta de la NHRC, fue objeto de un llamamiento urgente de Front Line cuando su vivienda fue incendiada intencionalmente. Tras este incidente, tuvo que salir de Ciudad Juárez por su seguridad y la de su familia.
Según la información recibida, el 30 de septiembre de 2011, Malú García Andrade recibió una llamada amenazadora en la que un individuo no identificado afirmó que su ubicación y la de su familia habían sido descubiertas. A los pocos días, un conocido cercano de Malú García Andrade fue agredido físicamente y se le dieron instrucciones de informar a la defensora de los derechos humanos de que “le daban doce horas para abandonar la ciudad o de lo contrario asesinarían a sus familiares”. Al denunciar estos hechos ante las autoridades estatales y federales, Malú García Andrade pidió que se aumentara la protección dada a su madre, ante las amenazas que ambas enfrentaban.
Front Line considera que el ataque contra Norma Andrade tiene relación directa con su trabajo legítimode defensa de los derechos humanos, en particular su lucha contra el feminicidio en el Estado de Chihuahua. Front Line reiterasu profunda preocupación por la integridad física y psicológica de todos y todas las defensoras y defensores de los derechos humanos en el Estado de Chihuahua.
Front Line considera que las autoridades mexicanas deben mostrar su compromiso indiscutible en la lucha contra la impunidad y deben tomar las medidas necesarias para poner fin al feminicidio en el Estado de Chihuahua.
