Asunto: México – Intento de allanamiento de las instalaciones de la organización Justicia para Nuestras Hijas

El 24 junio de 2011, la organización de derechos humanos Justicia para Nuestras Hijas, denunció un intento de allanamientoen sus instalaciones en la ciudad de Chihuahua, Estado de Chihuahua. Este incidenteocurrió horas después de que *Norma Ledezma*, Coordinadora General de la organización, participara en el diálogo público con el Presidente Felipe Calderón Hinojosa. Justicia para Nuestras Hijas investiga y denuncia casos de feminicidio ydesaparición de mujeres y niñas en Ciudad Juárez y en la ciudad de Chihuahua.

El 24 de junio de 2011, aproximadamente a las 4:30 am, se activó un sensor de la alarma en las instalaciones de Justicia para Nuestras Hijas. Un miembro del personal que se desplazó al lugar de los hechos, observó que se había intentado abrir por la fuerzauna de las puertas, lo que habría activado la alarma. Unas horas después, a las 8:30 am, la alarma se activó de nuevo, indicando que los autores habrían regresado para intentarlo de nuevo. Este incidente tuvo lugar al día siguiente de que Norma Ledezma, Coordinadora General de la organización ymadre de la víctima defeminicidio Paloma Angélica Escobar Ledezma, participaraen un diálogo público por la paz, junto con otros familiares devíctimas de feminicidios y en presencia del Presidente Felipe Calderón Hinojosa. Durantela reunión, Norma Ledezma denunció públicamentecasos de desapariciones forzadas a manos de funcionarios del ejército mexicanoy confirmó que había conseguido una audiencia ante la Corte Interamericana de Derechos Humanos en Costa Rica, el 28 de junio de 2011, para tratarel caso específico de la desaparición de Nitza Paola Alvarado, Rocío Irene Alvarado y José Ángel Alvarado en diciembre de 2009. Norma Ledezmaexigió justicia en los feminicidios de Marisela Escobedo Ortiz y su hija Rubí Marisol Frayre Escobedo, y subrayó la ineficacia de las autoridades involucradas en la investigación y la posible complicidad de la policía federal en la protección del asesino de Rubí. Además, expresó su preocupación por los altos niveles de violencia contra las mujeres en Ciudad Juárezy declaró que el caso de su hija Paloma Angélica Escobar Ledezma se había presentado ante la Comisión Interamericana de Derechos Humanos.

Este intento de allanamiento es el segundo incidente de seguridad enestemes de junio. El 20 de junio de 2011, aproximadamente a las 4:00 am, el correo electrónico de Justicia para Nuestras Hijas fue hackeado. Además, el autor de este ataque informático logró acceder al blog de la organización y borrar información relacionadacon datos estadísticos sobre los feminicidios, así como la publicación mensual que incluía evidencias de un aumento en el número de asesinatos de mujeres en el Estado de Chihuahua. Este incidente ocurrió trasuna serie de actos de intimidación y asesinatos de defensores de los derechos humanos en Chihuahua. El 24 de marzo de 2011 y el 12 de diciembre 2010, Front Linepublicóllamamientosurgentesen relación con el asesinato de Marisela Escobedo Ortiz y miembros de su familia.

Front Line considera que el intento de allanamiento delas instalaciones de Justicia para Nuestras Hijas /está directamente relacionado con sus actividades //legítimas y pacíficas//en defensa de los derechos humanos, en particular, con su labor en la investigación de los casos de feminicidio en el Estado de Chihuahua. /Front Line considera que las autoridades mexicanas deben dar muestras de su compromiso en la lucha contra la impunidad y tomar todas las medidas necesarias para poner fin al alarmante patrón de feminicidios que se observa en el Estado de Chihuahua.

Front Line insta a las autoridades en México a que:

1. Inicien una investigación inmediata, exhaustiva e imparcial sobre el intento de allanamiento de la oficina de la organización de derechos humanos Justicia para Nuestras Hijas, con el fin de hacer públicos los resultados y llevar a los responsables ante la justicia, de acuerdo con los estándares internacionales;
   
   
2. Tomen las medidas necesarias para garantizar la integridad física y psicológica y la seguridad de //Norma Ledezma y de todos los miembros de Justicia para Nuestras Hijas
   
   
3. Aseguren que en toda circunstancia todos/todas los/las defensores/as de los derechos humanos en México puedan llevar a cabo sus actividades legítimas de defensa de los derechos humanos sin temor a represalias, y libres de toda restricción.

Mexico - Attempted break-in at the offices of Justicia para Nuestras Hijas (Justice for our daughters)

On 24 June 2011 an attempted break-in was reported at the offices of the human rights organisation Justicia para Nuestras Hijas(Justice for our daughters) in Chihuahua City, Chihuahua State. The attempted break-in occurred just hours after Ms *Norma Ledezma*, the general co-ordinator of the group, took part in a public dialogue with President Felipe Calderón Hinojosa. The organisation investigates and denounces cases of femicide and the disappearances of young women and girls in Ciudad Juárez and Chihuahua City.

On 24 June 2011, at approximately 4:30 am, the sensor-activated security alarm was set off at the offices of Justicia para Nuestras Hijas. When a staff member came to investigate it was noted that an attempt had been made to force one of the doors open and that had activated the alarm. A few hours later, at 8:30 am, the alarm went off again suggesting that the perpetrators had come back and attempted once again to break into the offices. This incident took place the day after Norma Ledezma, the general coordinator of the group and the mother of femicide victim Paloma Angélica Escobar Ledezma, took part in a dialogue for peace, which was attended by families of victims of killings and President Felipe Calderón Hinojosa. At the meeting she publicly denounced cases of forced disappearances at the hands of Mexican army officials. She also spoke of how she had secured an audience with the Inter-American Human Rights Court in Costa Rica, on 28 June 2011, to raise the specific case of the disappearance of Nitza Paola Alvarado, Rocío Irene Alvarado and José Ángel Alvarado in December 2009. She demanded justice for the femicide of Marisela Escobedo Ortizand her daughter Rubí Marisol Fraye Escobedo, and outlined the inefficiency of the authorities involved in the investigation and the possibility of the complicity of the federal police in protecting Rubí's killer. She expressed concern over the high levels of reported violence against women in Ciudad Juárez and stated that the case of her daughter Paloma Angélica Escobar was before the Inter-American Commission on Human Rights.

The attempted break-in is the second security incident this month. On 20 June 2011, at approximately 4am, the email inbox of Justicia para Nuestras Hijaswas hacked into. Furthermore the perpetrator managed to access the organisation's blog and to erase information relating to statistics of femicides and the monthly publication which showed evidence of an increase in the number of killing of women in the State of Chihuahua. The attempted break-in at the offices follows a series of acts of intimidation and killings of human rights defenders in Chihuahua. Front Line has issued previous urgent appeals on 24 March 2011 and 12 December 2010 relating to the killing of Marisela Escobedo Ortiz and members of her family.

Front Line believes that the attempted break-in at the offices of Justicia para Nuestras Hijasis directly related to the organisation’s work in defence of human rights and in particular to their work in the investigation of cases of femicide in the State of Chihuahua. Front Line believes that the Mexican authorities must show their commitment in the fight against impunity and ensure that the alarming pattern of femicides in the State of Chihuahua comes to an end.

Front Line urges the authorities in Mexico to:

1. Carry out an immediate, impartial and thorough investigation into the attempted break-in at the offices of human rights organisation Justicia para Nuestras Hijas, with a view to publishing the results and bringing those responsible to justice in accordance with international standards;
   
   
2. Immediately take all necessary measures to effectively guarantee the security and physical and psychological integrity of Norma Ledezma and all members of Justicia para Nuestras Hijas;
   
   
3. Ensure that all human rights defenders in Mexico are free to carry out their legitimate human rights work without fear of restrictions or reprisals.
