On 24 and 28 October 2011 respectively, journalist and human rights defender Ms Lucia Carolina Escobar Mejía was subjected to threats, intimidation and false accusations as a result of a series of articles which she authored denouncing what she described as the social cleansing which is being carried out through the Security Commission of Panajachel. This is reported to be carried out by hooded death squads acting as local security juntas. Lucia Carolina Escobar Mejía works as a columnist and correspondent for /El Periódico /in the municipality of Panajachel in Sololá, as well as operating a local radio station, named /RADIO ATI/.
On 28 October 2011, Lucia Carolina Escobar Mejía received two text messages via the internet after lodging a complaint to the Public Prosecutor of Crimes Against Journalists and Trade Unionists regarding the false accusations and intimidation which she had been subjected to four days previously. The first message read, De: G. Montejo, van a llegar a tu casa por la noche, saca la mercancía antes de las 5 para que no te soquen (From: G Montejo: They are going to arrive at your house at night time, remove the merchandise before 5 so they don't take you away). The second message read, De Dios: cuando los que te apoyan estan lejos de ti lo mas probable es que tu hayas quedado sola (From: God:
when those that support you are far from you, the most likely explanation is that you have been left alone). These messages appear to be a continuation of the attempts to discredit and intimidate Lucia Carolina Escobar Mejía.
On 24 October 2011, Mr Gerardo Higueros, current Mayor of Panajachel and owner of the local cable network, appeared on the evening news bulletin on local cable channel /Panadish /in an attempt to publicly discredit those denouncing the actions of the Security Commission. He claimed that there exists information concerning the people acting against the Security Commission which could be used against them, and he accused Lucia Carolina Escobar Mejía of being a drug trafficker. Making direct reference to an article written by the human rights defender on 19 October 2011 entitled De cuervos, ojos y demonios (Of ravens, eyes and demons), he stated that Lucia Carolina Escobar Mejía did not deserve to rest at the bottom of a lake, but rather in a rubbish dump. All of the members of the Security Commission appeared on this bulletin, including Ms Teresa Cohello and Messrs Juan Manuel Ralón and Víctor Anleu, each of whom had been accused of concealing the truth by Lucia Carolina Escobar Mejía in the aforementioned article.
A complaint has been lodged by the human rights defender to the Public Ministry Office of the Public Prosecutor of Crimes Against Journalists and Trade Unionists, and the Human Rights Unit of the National Civil Police is supporting the investigation. The Minister of Governance has been kept informed regarding the details of the case and is currently seeking to implement provisional protective measures.
Front Line believes that the threats, intimidation and false accusations against Lucia Carolina Escobar Mejíaare directly related to her legitimate work in the defence of human rights, in particular her columns and articles which have led to the publication of further articles and the launch of an investigation into the conduct of the local security juntas in Panajachel. Front Line is seriously concerned for the physical and psychological integrity and security of Lucia Carolina Escobar Mejía.
Front Line urges the authorities in Guatemala to:
- Ensure that the ongoing investigation into the threats, intimidation and false accusations againsthuman rights defender Lucia Carolina Escobar Mejíabe thorough and impartial, with a view to bringing those responsible to justice in accordance with international standards;
- Take all necessary measures to guarantee the physical and psychological integrity and security of Lucia Carolina Escobar Mejía, including the provision of protection;
- Take measures to ensure that government officials or other public figures refrain from making statements or declaration stigmatising the legitimate work of human rights defenders;
- Guarantee in all circumstances that all human rights defenders in Guatemala are able to carry out their legitimate human rights activities without fear of reprisals and free of all undue restrictions.

Guatemala, 2 de noviembre de 2011: Amenazas, intimidación y acusaciones falsas contra ladefensora de los derechos humanos Lucía Carolina Escobar Mejía
El 24 y 28 de octubre de 2011, la periodista y defensora de los derechos humanos Sra. Lucía Carolina Escobar Mejía sufrió amenazas, fue intimidada y acusada falsamente, tras haber escrito una serie de artículos denunciando lo que ella denomina la limpieza social llevada a cabo por la Comisión de Seguridad de Panajachel. Según la información recibida, dicha limpieza social está siendo ejecutada por escuadrones de la muerte de encapuchados que actúan como juntas de seguridad locales. Lucía Carolina Escobar Mejía trabaja como columnista y corresponsal de El Periódico en la municipalidad de Panajachel en Sololá, además opera un estación de radio local denominada RADIO ATI.
El 28 de octubre de 2011, Lucía Carolina Escobar Mejía recibió dos mensajes de texto por Internet. Esto ocurrió después de que presentara una denuncia ante la Fiscalía de Delitos Contra Periodistas y Sindicalistas del Ministerio Público por las acusaciones falsas y la intimidación que había sufrido cuatro días antes. En el primer mensaje se leía /De: G. Montejo: Van a llegar a tu casa por la noche, saca la mercancía antes de las 5 para que no te saquen/, y en el segundo /De
Dios: cuando los que te apoyan estan lejos de ti lo mas probable es que tu hayas quedado sola/. Estos mensajes habría sido enviados para continuar con los intentos de desacreditar e intimidar a Lucía Carolina Escobar Mejía.
El 24 de octubre de 2011, el Sr. Gerardo Higueros, alcalde actual de Panajachel y dueño de la red de cable local, apareció en el noticiero de la noche en el canal Panadish en un intento de desacreditar públicamente a los que denuncian las acciones de la Comisión de Seguridad. Afirmó que existe información sobre aquellos que actúan contra la Comisión de Seguridad y que podría ser usada en su contra, y acusó a Lucía Carolina Escobar Mejía de ser una narcotraficante. Tras hacer referencia directa a un artículo escrito por la defensora de los derechos humanos el 19 de octubre de 2011, titulado De cuervos, ojos y demonios, afirmó que Lucía Carolina Escobar Mejía no merecía descansar en el fondo de un lago sino en un basurero. Todos los miembros de la Comisión de Seguridad aparecieron en el noticiero, incluyendo a la Sra. Teresa Cohello, al Sr.
Juan Manuel Ralón y al Sr. Víctor Anleu, todos ellos acusados de ocultar la verdad en el mencionadoartículo de Lucía Carolina Escobar Mejía.
La defensora de los derechos humanos ha presentado una denunica ante la Fiscalía de Delitos Contra Periodistas y Sincalistas del Ministerio Público y la Unidad de Derechos Humanos de la Policía Nacional Civil está apoyando la investigación. El Ministro de Gobernación ha sido informado de los detalles del caso y actualmente está analizando como implementar medidasde protección provisionales.
Front Line considera que las amenazas, intimidación y acusaciones falsas contra Lucía Carolina Escobar Mejía tienen relación directa con su trabajo legítimo en defensa de los derechos humanos, en particular sus columnas y artículos, los cuales han desencadenado la publicación de más artículos y el inicio de una investigación sobre la conducta de las juntas de seguridad locales en Panajachel. Front Line manifiesta su grave preocupación por la integridad física y psicológica y por la seguridad de Lucía Carolina Escobar Mejía.
Front Line insta a las autoridades en Guatemala a que:
- Aseguren que la investigación en curso sobre las amenazas, acusaciones falsas e intimidación contra la defensora de los derechos humanos Lucía Carolina Escobar Mejía es exhaustiva e imparcial,y que tiene como fin hacer públicos los resultadosy llevar a los responsables ante la justicia de conformidad con los estándares internacionales;
- Tomen todas las medidas necesarias para garantizar la integridad física y psicológica de Lucía Carolina Escobar Mejía, incluyendo medidas de protección;
- Tomen medidas para asegurar que los funcionarios del gobierno y otras figuras públicas se abstengan de hacer declaraciones estigmatizando el trabajo legítimo de las defensoras y los defensores de los derechos humanos;
- Garanticen que los defensores y defensoras de los derechos humanos en Guatemalapuedan seguir con sus actividades en defensa de los derechos humanos sin temor a represalias y sin restricciones cualesquiera.
