*Asunto: Guatemala - Asesinato de la defensora de derechos humanos *

Front Line lamenta profundamente el asesinato de la defensora de
derechos humanos, *María Margarita Chub Che*, el 4 de junio de 2011.
María Margarita Chub Che era una lideresa de la comunidad en Parana, en
el municipio de Ponzós, que había participado en el Consejo de
Comunidades del Polochic y que trabajó activamente en la búsqueda de la
verdad y la justicia en crímenes del pasado.
El 4 de junio de 2011, aproximadamente a las 11.55 pm, María Margarita
Chub Che fue asesinada a tiros por tres individuos desconocidos que
circulaban en motocicletas, en la comunidad de Parana, en el Valle del
Polochic, Alta Verapaz.
Desde el 15 de marzo de 2011 miembros de empresas de seguridad privadas,
en presencia de miembros de la policía nacional y de las fuerzas
armadas, han llevado a cabo desalojas forzados contra 14 comunidades en
el Valle del Polochic, Alta Verapaz. Según los informes recibidos, a los
habitantes de las comunidades sólo se les avisó con una hora de
antelación antes de ser desalojadas a la fuerza de sus hogares.
Front Line manifesta su grave preocupación por la seguridad de los
líderes comunitarios en Guatemala, quienes, a causa de su trabajo de
promoción de los derechos humanos y de la denuncia que realizan de
violaciones de derechos humanos, corren el riesgo de ser asesinados,
arrestados y hostigados. Front Line considera que el asesinato de María
Margarita Chub Che está directamente relacionado con su trabajo de
defensa de los derechos humanos y en particular, su búsqueda de justicia
tras el desalojo de las 14 comunidades del Valle del Polochic que se
inició el 15 de marzo de 2011, y su trabajo para denunciar las continuas
amenazas a las que se enfrentan las comunidades provenientes de las
acciones de empresas de seguridad privada. Cabe anotar que en Guatemala
se registran altos números anuales de femicidios, o asesinatos de
mujeres, y por lo tanto es de suma importancia que se lleva a cabo una
investigación inmediata para establecer tanto el autor y el autor
intelectual del asesinato.
Front Line insta a las autoridades en Guatemala a que:
- Inicien una investigación inmediata, exhaustiva e imparcial sobre el
asesinato de la defensora de derechos humanos María Margarita Chub Che,
con el fin de identificar a los responsables, llevarlos ante un tribunal
competente e imparcial, y aplicarles las sanciones previstas por la ley;
- Inmediatamente adopten medidas urgentes para garantizar la seguridad
y la integridad física y psicológica de los/las defensores/as de los
derechos humanos en Guatemala;
- Aseguren que en toda circunstancia todos/todas los/las defensores/as
de los derechos humanos de Guatemala puedan llevar a cabo sus
actividades legítimas de defensa de los derechos humanos sin temor a
represalias y libres de toda restricción.

Front Line is deeply saddened by the news of the killing of human rights
defender Ms *Maria Margarita Chub Che* on 4 June 2011. María Margarita
Chub Che was a community leader in Parana, in the municipality of
Panzós, she participated in the Consejo de Comunidades del Polochic
(Community Council of Polochic) and was active in the pursuit of truth
and justice for crimes of the past.
On 4 June 2011, at approximately 11.55 pm, María Margarita Chub Che was
shot dead by three unknown individuals on motorcycles in the community
of Parana, in the Polochic Valley, Alta Verapaz.
Since 15 March 2011 forced evictions have been carried out against 14
communities in the Valle del Polochic, Alta Verapaz, by members of
private security contractors, in the presence of members of the national
police and armed forces. It was reported that members of the community
were only granted one hours notice prior to being forcibly evicted from
their homes.
Front Line is gravely concerned for the safety of community leaders and
human rights defenders in Guatemala who, by carrying out their work in
the promotion of human rights and the exposure of human rights
violations, are at risk of being killed, detained and harassed. Front
Line believes that the killing of María Margarita Chub Che may be
directly related to her work in the defence of human rights and in
particular her pursuit of justice following the evictions of 14 Polochic
Valley communities since 15 March 2011 and the continued threat that
those communities are facing from private security firms. It should be
noted that Guatemala records high annual rates of femicides, or killings
of women, and therefore it is of utmost importance that an immediate
investigation be carried out to establish both the perpetrator and the
intellectual author of the killing.
Front Line urges the authorities in Guatemala to:
- Carry out an immediate, thorough and impartial investigation into the
killing of human rights defender Maria Margarita Chub Che, with a view
to publishing the results and bringing those responsible to justice in
accordance with international standards;
- Immediately take all necessary measures to ensure that the security
and physical and psychological integrity of human rights defenders in
Guatemala are effectively guaranteed;
- Guarantee in all circumstances that all human rights defenders in
Guatemala are able to carry out their legitimate human rights activities
without fear of reprisals and free of all restrictions
