On 9 February 2012, the offices of human rights organisation Espacio Latinoamericano de sexualidades y derechos - Mulabi (Latin American Space of sexualities and rights) in Guadalupe in San José, was broken into and valuable items were stolen. The general co-ordinator of the organisation, Ms Natasha Jiménez also lives at the same address. The organisation works on issues related to the sexual and reproductive rights of lesbian, gay, bisexual, transsexual and intersex people.

On 9 February 2012, at approximately 5:00 pm, the offices of Mulabi were broken into. The perpetrators broke two doors and three windows during the break-in. Valuable items and office equipment were taken including a computer monitor, telephone, web cam, digital recorder, memory sticks, camera and headphones as well as some personal items. There was no one present at the premises at the time of the incident and the identity of the perpetrators remains unknown.

A complaint was lodged with the judicial investigation office following the break-in and two police officers came to the premises to gather evidence. They took various forensic samples which are currently being analysed as part of the investigation.

This incident is not the first of its kind against the human rights organisation. An attempt was made to break into the premises in the past and on one occasion shots were fired at the building from a moving car while the perpetrators shouted insults at Natasha Jiménez. Front Line Defenders believes that the break-in and theft at the offices of Mulabi are directly related to the human rights activities of the organisation, in particular its work in defence of LGBTI people. Front Line Defenders is concerned for the physical and psychological integrity of Natasha Jiménez and the members of Mulabi, and for those working on LGBTI issues in Costa Rica, particularly in light of this recent incident.

Front Line Defenders urges the authorities in Costa Rica to: 1. Ensure that the investigation currently underway into the break-in and theft at the offices of Mulabi is thorough and impartial, with a view to publishing the results and bringing those responsible to justice in accordance with international standards; 2. Take all necessary measures to guarantee the physical and psychological integrity and security of Natasha Jiménez, the members of Mulabi and other human rights defenders working on LGBTI issues, as Front Line Defenders believes the organisation was targeted as a direct result of its human rights work; 3. Guarantee in all circumstances that all human rights defenders in Costa Rica are able to carry out their legitimate human rights activities without fear of reprisals and free of all restrictions.

Costa Rica, 14 de febrero de 2012: Allanamiento y robo en las oficinas de la organización LGBTI Mulabi

El 9 de febrero de 2012 las oficinas de la organización de derechos humanos Espacio Latinoamericano de sexualidades y derechos – Mulabi, en Guadalupe, San José, fueron allanadas y se sustrajo equipo valioso. La coordinadora general de la organización, Natasha Jiménez, vive en la misma dirección. La organización trabaja sobre temas relacionados con los derechos sexuales y reproductivos de las personas lesbianas, gays, bisexuales, transexuales e intersexuales.

El 9 de febrero de 2012, aproximadamente a las 17:00 horas, las oficinas de Mulabi fueron allanadas. Los autores dañaron dos puertas y tres ventanas durante el robo. Se llevaron objetos de valor y equipos de oficina, incluyendo un monitor de computadora, un teléfono, una cámara web, una grabadora digital, una tarjeta de memoria, una cámara y unos auriculares, así como algunos objetos personales. No había nadie en las instalaciones en el momento del robo y la identidad de los autores sigue siendo desconocida.

Tras el allanamiento se presentó una denuncia ante el organismo de Investigación Judicial y dos agentes de policía se desplazaron a las oficinas para recoger pruebas. Se llevaron varias muestras forenses que actualmente están siendo analizadas como parte de la investigación.

Este incidente no es el primero de este tipo contra esta organización de derechos humanos. En el pasado ya se produjo un intento de allanamiento de las oficinas y en una ocasión, individuos no identificados dispararon contra el edificio desde un automóvil en movimiento mientras proferían insultos dirigidos a Natasha Jiménez.

Front Line Defenders considera que el allanamiento y el robo en las instalaciones de Mulabi están directamente relacionados con su legítimo trabajo de defensa de los derechos humanos y en particular, su labor en defensa de las personas LGBTI. Front Line Defenders teme por la integridad física y psicológica de Natasha Jiménez y los miembros de Mulabi, así como por la de aquellos que trabajan por los derechos LGBTI en Costa Rica, particularmente en vista de este reciente incidente.

Front Line insta a las autoridades en Costa Rica a que:

1. Aseguren que la investigación ya iniciada sobre el allanamiento y robo en las oficinas de Mulabi sea exhaustiva e imparcial, con el fin de hacer públicos los resultados y llevar a los responsables ante la justicia de conformidad con los estándares internacionales;
2. Tomen todas las medidas necesarias para garantizar en todo momento la integridad física y psicológica de Natasha Jiménez, los miembros de Mulabi, así como de otras defensoras y defensores de derechos humanos que trabajan por los derechos LGBTI, pues Front Line Defenders considera que la organización fue objetivo como consecuencia de su trabajo por los derechos humanos;
3. Aseguren que todas las defensoras y defensores de derechos humanos en Costa Rica puedan desarrollar sus actividades legítimas sin miedo a represalias y libres de restricciones.
