Colombia, May 18 2012: Concern for attack on Monica Roa and Women’s Link Worldwide
Dear Colombian authorities,
On the eve of the sixth anniversary of the historic decision that decriminalized abortion in Colombia, threats have escalated against human rights activist Monica Roa and Women’s Link Worldwide where she works as Director of Programs. On the evening of May 7, 2012, at approximately 6:30 PM an unidentified person fired shots at the Women’s Link Worldwide office in Bogota where Monica and two of her colleagues were working. The bullet broke the office window security glass above Monica’s head. Fortunately, no one was injured.
Monica Roa is a widely known human rights defender who, with Women´s Link Worldwide, filed a lawsuit before the Colombian Constitutional Court six years ago that ended the total abortion ban in Colombia by recognizing abortion as a fundamental right in three circumstances. Since such time she has had bodyguard protection (provided by the Ministry of Justice) as a result of numerous threats directed at her through social media, faxes and phone calls with such warnings as “we will put you in heaven”. During this time Women’s Link Worldwide offices also faced a series of break-ins where their computers were stolen. There is no information at this time about the perpetrators of this crime. The authorities have been contacted but have yet to instigate an investigation into the attack.
Sadly, this is not an isolated incident. This scare tactic comes at a time when the work to implement the right to abortion in Colombia is under fierce attack. Just two months ago on March 1, Women’s Link learned that a criminal complaint had been filed against Monica by 2
one of the country’s highest officials, Ilva Miriam Hoyos, Deputy Procuradora. To date, the complaint has not been made public.
Subsequently, the intimidation continued. On April 24, yet another computer was stolen through a window from the Women’s Link Worldwide Bogota office. This week’s violent attack on the office reveals a pattern of intimidation and presents fear of escalating danger for Monica Roa and her colleagues.
The undersigned women’s rights and human rights organizations condemn these actions and are gravely concerned for the physical security and well-being of Monica Roa and all Women’s Link Worldwide staff. We demand an end to the ongoing harassment and threats against Women’s Link Worldwide and all reproductive rights defenders in Colombia.
The undersigned call on the Colombian authorities to:
- Carry out an immediate, thorough and impartial investigation into the events that took place at Women’s Link Worldwide offices in Bogota on the evening of May 7, 2012, with a view to publishing the findings and bringing those responsible to justice in accordance with international human rights standards;
- 2. Make public the criminal complaint filed against Monica Roa so she is able to respond to the allegations against her and exercise her right to a legal defense.
- Take measures to ensure that government officials or other public figures refrain from further stigmatizing the legitimate work of women human rights defenders in Colombia and, in particular, Monica Roa and Women’s Link Worldwide;
- Take all necessary measures to guarantee the physical security and well-being of Monica Roa and all staff at Women’s Link Worldwide;
- Take all appropriate measures to ensure reproductive rights defenders in Colombia are able to carry out their legitimate human rights activities without fear of reprisals and free of all restrictions; this should include, at a minimum: passing protective legislation, conducting human rights trainings for those charged with the administration of justice, and promoting human rights education about the important role of women human rights defenders generally and defenders of sexual and reproductive rights in particular.

Durante la víspera del sexto aniversario de la decisión histórica que despenalizó el aborto en Colombia, las amenazas contra la activista de derechos humanos Mónica Roa y Women’s Link Worldwide, donde trabaja como Directora de Programas, han escalado. Durante la tarde del 7 de mayo de 2012, aproximadamente a las 6:30 pm, una persona no identificada disparó dos tiros a la oficina de Women’s Link Worldwide, donde Mónica y dos de sus colegas estaban trabajando. La bala rompió el vidrio de seguridad de la oficina que había encima de la cabeza de Mónica. Afortunadamente nadie salió herido.
Mónica Roa es una defensora de derechos humanos ampliamente conocida quien, junto con Women’s Link Worldwide, presentó hace seis años una demanda ante la Corte Constitucional de Colombia, que acabó con la prohibición total del aborto en Colombia, reconociéndolo como un derecho fundamental en tres circunstancias. Desde ese momento, Mónica ha tenido la protección de guardaespaldas (proveídos por el Ministerio del Interior y de Justicia) como resultado de numerosas amenazas que se le han dirigido a través de redes sociales, faxes y llamadas telefónicas con advertencias tales como “te vamos a llevar al cielo”. Durante este tiempo las oficinas de Women’s Link Worldwide se enfrentaron también a una serie de robos en los que los computadores fueron sustraídos de las oficinas. Hasta ahora no hay información sobre los autores del crimen. Las autoridades han sido contactadas pero todavía no han iniciado una investigación sobre el ataque. 2
Desafortunadamente, éste no es un incidente aislado. Esta estrategia para infundir miedo viene en un momento en el que el trabajo para implementar el derecho al aborto en Colombia está bajo fuertes ataques. Hace solo dos meses, el 1 de marzo, Women’s Link se enteró de que una denuncia criminal había sido presentada contra Mónica Roa por parte de una funcionaria pública de la Procuraduría General de la Nación, entidad encargada de garantizar la efectividad de los derechos humanos, Ilva Miriam Hoyos, procuradora delegada para la Infancia y la Adolescencia. Hasta la fecha, la demanda todavía no se ha hecho pública.
Posteriormente, la intimidación continuó. El 24 de abril, otro computador fue robado por una ventana de la oficina de Women’s Link Worldwide en Bogotá. El ataque violento de esta semana contra la oficina evidencia un patrón de intimidación y constituye una razón para temer un riesgo en aumento para Mónica Roa y sus colegas.
Las organizaciones de derechos de mujeres y derechos humanos abajo firmantes, condenan estas acciones y están profundamente preocupadas por la seguridad física y el bienestar de Mónica Roa y todo el personal de Women’s Link Worldwide. Exigimos que se ponga fin al hostigamiento constante y a las amenazas contra Women’s Link Worldwide y todos los defensores de los derechos reproductivos en Colombia.
Los firmantes hacen un llamado a las autoridades colombianas a:
- Realizar inmediatamente un investigación completa e imparcial de los hechos que ocurrieron en las oficinas de Women’s Link Worldwide en Bogotá en la tarde del 7 de mayo de 2012, con el objetivo de publicar los resultados y traer a los responsables ante la justicia, de acuerdo con los estándares internacionales de derechos humanos;
- Hacer pública la demanda criminal anunciada que se presentó contra Mónica Roa, para que le sea posible responder a las alegaciones en su contra y ejercer su derecho a una defensa legal;
- Adoptar medidas para garantizar que oficiales del Estado y otras figuras públicas se abstengan de estigmatizar aún más el trabajo legítimo de mujeres defensoras de derechos humanos en Colombia, y específicamente, de Mónica Roa y Women’s Link Worldwide;
- Adoptar todas las medidas necesarias para garantizar la seguridad física y bienestar de Mónica Roa y todo el personal de Women’s Link Worldwide;
- Adoptar todas las medidas adecuadas para asegurar que los defensores de derechos humanos en Colombia puedan realizar sus actividades legítimas en favor de los derechos humanos, sin miedo de represalias y libres de cualquier restricción; esto debe incluir, como mínimo: la aprobación de leyes sobre protección de los defensores, la realización de capacitaciones en derechos humanos a quienes se encargan de la administración de justicia, y la promoción de educación en derechos humanos sobre la importancia del rol de las mujeres defensoras de derechos humanos en general, y el de las defensoras de derechos sexuales y reproductivos en particular.
