On 9 November 2011, the home of human rights defenders Ms Jackeline Rojas Castañeda and Mr Juan Carlos Galvis was forcibly entered by two unknown armed individuals. The assailants threatened to kill Jackeline Rojas Castañeda's daughter, then bound and gagged Jackeline Rojas Castañeda, using spray paint to assault her and to deface the house.
Jackeline Rojas Castañeda, who was nominated for the Front Line Award for Human Rights Defenders at Risk in 2007, is the coordinator and legal representative of the /Organización Femenina Popular/ OFP (Popular Women's Organisation) in South Bolivar, Colombia. The OFP works to empower women and those who say no to war and violence. Juan Carlos Galvis, the husband of Jackeline Rojas Castañeda, is a member of the Board of Directors of the National Union of Food Industry Workers (SINALTRAINAL) and a leading member of the /Central Unitaria de Trabajadores de Colombia /CUT (Colombian Confederation of Workers).
On 9 November 2011, at approximately 9 pm, two unknown individuals, dressed in black and wearing motorcycle helmets which covered their faces, forcibly entered the home of the human rights defenders in the Recreo area of the city of Barrancabermeja. It is reported that one of the assailants held a gun to the head of Jackeline Rojas Castañeda's daughter, took her to another room and threatened to shoot her if Jackeline Rojas Castañeda tried to call for help. The other assailant then took Jackeline Rojas Castañeda to another room, bound and gagged her, and asked her for the whereabouts of her son and her husband. The assailants then proceeded to search the house, while defacing the walls and photographs with spray paint, before spraying the face, hair and clothes of the human rights defender with paint. They stole two laptop computers, USB memory sticks, cellular phones and some documents before departing the scene.
Minutes after the incident was reported by Jackeline Rojas Castañeda's son, officials of the Technical Investigative Body of the Public Prosecutor's Office (CTI) arrived at the house and examined the scene.
On 10 November 2011, Jackeline Rojas Castañeda officially reported the break-in, assault, threats and burglary to the Public Prosecutor's Office, however, the officials claimed that there was insufficient evidence to investigate all of the allegations.
Earlier on 9 November 2011, a demonstration had been held by the workers of Barrancabermeja, including the members of SINALTRAINAL, outside the premises of the Ecopetrol Refinery.
Both Jackeline Rojas Castañeda and Juan Carlos Galvis have been subjected to assassination attempts, death threats and intimidation in the past, and Jose de Jesus Rojas Castañeda, former committee member of OFP and brother of Jackeline Rojas Castañeda, was killed by paramilitaries in 2003.
Front Line believes that the break-in, robbery, assault and threats against Jackeline Rojas Castañeda and Juan Carlos Galvis are directly related to their legitimate work in the defence of human rights. Front Line is extremely concerned for the physical and psychological integrity and security of Jackeline Rojas Castañeda, Juan Carlos Galvis and their family.
Front Line urges the authorities in Colombia to:
- Carry out an immediate, thorough and impartial investigation into the break-in, robbery, assault and threats against human rights defenders Jackeline Rojas Castañeda and Juan Carlos Galvis, and their family, with a view to publishing the results and bringing those responsible to justice in accordance with international standards;
- Take all necessary measures to guarantee the physical and psychological integrity and security of Jackeline Rojas Castañeda, Juan Carlos Galvis and their family;
- Guarantee in all circumstances that all human rights defenders in Colombia are able to carry out their legitimate human rights activities without fear of reprisals and free of all undue restrictions.

Colombia, 17 de noviembre de 2011: Agresión y amenazas contra los defensores de los derechos humanos Jackeline Rojas Castañeda, Juan Carlos Galvis y contra su familia, durante asalto y robo en su vivienda
El 9 de noviembre de 2011, dos desconocidos armados, forzaron su entrada en la vivienda de la Sra. Jackeline Rojas Castañeda y el Sr. Juan Carlos Galvis, defensores de los derechos humanos. Los agresores amenazaron con matar a la hija de Jackeline Rojas Castañeda, ataron y amordazaron a ésta última, y utilizaron pintura en espray para atacarla y pintarrajear la casa. Jackeline Rojas Castañeda, nominada al Premio Front Line para defensores de derechos humanos en riesgo en 2007, es coordinadora y representante legal de la Organización Femenina Popular
(OFP) en el Sur de Bolívar, Colombia. La OFP trabaja por el empoderamiento de las mujeres y de todos aquellos que se oponen a la guerra y a la violencia. Juan Carlos Galvis, el esposo de Jackeline Rojas Castañeda, es integrante de la Junta Directiva del Sindicato Nacional de Trabajadores de la Industria de Alimentos (SINALTRAINAL) e integrante prominente de la Central Unitaria de Trabajadores de Colombia (CUT).
El 9 de noviembre de 2011, hacia las 21:00, dos desconocidos armados, vestidos de negro y cubriendo sus rostros con cascos de motocicleta, entraron por la fuerza en la vivienda de los defensores de los derechos humanos ubicada en el barrio de Recreo en la ciudad de Barrancabermeja.
Según la información recibida, uno de los agresores le puso una pistola en la cabeza de la hija de Jackeline Rojas Castañeda, la llevó a otra habitación y amenazó con matarla si Jackeline Rojas Castañeda gritaba pidiendo auxilio. El otro agresor llevó a Jackeline Rojas Castañeda a otra habitación, la ató, la amordazó y comenzó a interrogarla sobre dónde se encontraban su hijo y su esposo. A continuación los agresores registraron toda la casa, mientras dañaban las paredes y los cuadros con pintura en espray. También pintarrajearon el rostro, el cabello y la ropa de la defensora de los derechos humanos. Antes de huir, robaron dos computadoras portátiles, tarjetas de memoria, celulares y algunos documentos.
Minutos después de que el incidente fuera denunciado por el hijo de Jackeline Rojas Castañeda, efectivos del Cuerpo Técnico de Investigaciones de la Fiscalía (CTI) llegaron a la vivienda y examinaron el lugar de los hechos. El 10 de noviembre, Jackeline Rojas Castañeda presentó una denuncia formal de la entrada por la fuerza, el ataque, las amenazas y el robo, sin embargo, los funcionarios alegaron que no habían pruebas suficientes para investigar todas las denuncias.
Previamente, el 9 de noviembre de 2011, un grupo de trabajadores de Barrancabermeja, incluídos miembros de SINALTRAINAL , se habían manifestado frente a las instalaciones de la refinería de Ecopetrol.
Jackeline Rojas Castañeda y Juan Carlos Galvis han sido víctimas de atentados contra su vida, amenazas de muerte e intimidación en el pasado. José de Jesús Rojas Castañeda, ex-miembro de la OFP y hermano de Jackeline Rojas Castañeda, fue asesinado por paramilitares en 2003.
Front Line considera que la entrada por la fuerza, el robo, el ataque y las amenazas contra Jackeline Rojas Castañeda y Juan Carlos Galvis están directamente relacionadas con su trabajo legítimo en la defensa de los derechos humanos. Front Line manifiesta su grave preocupación por la integridad física y psicológica y por la seguridad de Jackeline Rojas Castañeda, Juan Carlos Galvis y de su familia.
Front Line insta a las autoridades en Colombia a que:
- Lleven a cabo una investigación inmediata, exhaustiva e imparcial sobre laentrada por la fuerza, el robo, el ataque y las amenazas contra los defensores de los derechos humanos Jackeline Rojas Castañeda y Juan Carlos Galvis, y contra su familia, con el fin depublicar los resultadosy de llevar a los responsables ante la justicia de conformidad con los estándares internacionales;
- Tomen todas las medidas necesarias para garantizar en todo momento la integridad física y psicológica, y la seguridad de Jackeline Rojas Castañeda, Juan Carlos Galvis y de su familia;
- Garanticen en toda circunstancia que los defensores y defensoras de los derechos humanos en Colombiapueden seguir con sus actividades en defensa de los derechos humanos sin temor a represalias y sin restricciones indebidas.
