Colombia - Amenazas de muerte contra los defensores de los derechos humanos Candelaria Barrios Acosta, Ingrid Vergara Chavéz, Pedro Geney y Franklin Torres
La defensora de derechos humanos Candelaria Barrios Acosta recibió una amenaza de muerte el 20 de mayo de 2011. Candelaria Barrios Acosta es miembro del Capítulo Sucre del Movimiento de Víctimas de Crímenes de Estado (MOVICE) y hermana de Jesús Barrios Acosta, quién fue asesinado por estructuras paramilitares el 15 de noviembre de 2006. El día anterior, Ingrid Vergara Chavéz, vocera del MOVICE Capítulo Sucre, Pedro Geney, miembro del MOVICE Capítulo Sucre y Franklin Torres, miembro del MOVICE Capítulo Sucre y de la junta directiva de la Asociación de Trabajadores Agropecuarios y Campesinos del Departamento de Sucre (ASOTRACDES) también recibieron amenazas de muerte.
El 20 de mayo de 2011, aproximadamente a las cinco de la tarde, Candelaria Barrios Acosta recibió el siguiente mensaje en su celular: “Le aviso escuche un plan para matar a los que hablan TU Y TU SOBRINO HAY 20 MILLONES PARA HACER LA VUELTA VAYANSE”. El día 19 de mayo de 2011, Ingrid Vergara Chavéz, Pedro Geney y Franklin Torres recibieron un correo electrónico firmado por un grupo autodenominado Fuerza Anti Guerrilla que contenía amenazas de muerte. Previamente, el 17 de mayo de 2011, habían presentado ante la Alcaldía de Ovejas un requerimiento judicial en nombre del Comité Permanente por la Defensa de los Derechos Humanos, MOVICE Capítulo Sucre y los campesinos de la finca La Europa, a favor de estos últimos, pidiendo a las autoridades locales que desalojaran al personal de la empresa Arepas Don Juancho que había invadido la finca en 2008 y se había quedado allí desde entonces.
El 20 de marzo de 2011, Candelaria Barrios Acosta, su sobrino, Franklin Torres e Ingrid Vergara Chavéz, asistieron a una reunión de concertación en la Alcaldía de Ovejas. En dicha reunión también estaban presentes campesinos de la finca La Europa, la Policía Nacional, autoridades locales y miembros de la Seccional de Policía Judicial e Investigación (SIJIN). Durante el trascurso de la reunión miembros de la SIJIN empezaron a sacar fotos de los asistentes. Los miembros del MOVICE expresaron sus objeciones ante el modo en que les estaban fotografiando en lo que parecía ser un intento camuflado de ficharles. Ante esta queja, el Alcalde de Ovejas alegó que las cosas habían cambiado y que su intención no era la de fichar a los participantes y prosiguió acusando a algunos miembros de la organización MOVICE de tener conexiones con las Fuerzas Armadas Revolucionarias de Colombia (FARC).
El 23 de marzo de 2011, Eder Verbel, miembro del MOVICE, fue asesinado por paramilitares. El 17 de mayo de 2011 alguien que conocía a uno de los presuntos asesinos de Eder Verbel dijo a un conocido de las familia de éste, que le iban a envenenar. El 16 de mayo de 2011, Jakeline Moguea y Adolfo Verbel, ambos miembros del MOVICE Capítulo Sucre y beneficiarios de medidas cautelares de la Comisión Interamericana de Derechos Humanos (CIDH), fueron advertidos por un miembro de la Infantería de Marina de que no era conveniente que salieran de su casa ya que se había recibido información indicando que alguien que habían recibido amenazas en el pasado iba a ser asesinado en los próximos días. El día 17 de mayo de 2011, miembros de la familia Verbel, varios de los cuales son parte del MOVICE, encontraron al perro de la familia envenenado en su casa en la municipalidad de San Onofre.
Front Line considera que las amenazas de muerte y los actos de intimidación dirigidas a miembros
del MOVICE están directamente relacionadas con su trabajo en defensa de los derechos humanos y en particular con el trabajo del MOVICE en favor de las víctimas de crímenes de Estado. Front Line considera que estas amenazas forman parte de un patrón de difamación, amenazas, hostigamiento y ataques continuados contra MOVICE y manifiesta su grave preocupación por la seguridad de los miembros del movimiento.
Front Line insta a las autoridades en Colombia a que:
1. Inicien una investigación inmediata, exhaustiva e imparcial sobre las amenazas de muerte contra los defensores de derechos humanos Candelaria Barrios Acosta, Ingrid Vergara Chavéz, Pedro Geney y Franklin Torres con el fin de identificar a los responsables, llevarlos ante un tribunal competente e imparcial y aplicarles las sanciones previstas por la ley;
2. Inmediatamente adopten medidas urgentes para garantizar la seguridad y la integridad física y psicológica de los mencionados defensores de derechos humanos así como de todos los miembros del MOVICE;
3. Aseguren que en toda circunstancia todos/todas los/las defensores/as de los derechos humanos en Colombia puedan llevar a cabo sus actividades legítimas de defensa de los derechos humanos sin temor a represalias y libres de toda restricción.

Colombia - Death threats against human rights defenders Ms Candelaria Barrios Acosta, Ms Ingrid Vergara Chavéz, Mr Pedro Geney and Mr Franklin Torres
Human rights defender Ms Candelaria Barrios Acosta received a death threat on 20 May 2011. Candelaria Barrios Acosta is a member of Movimiento de Víctimas de Crímenes de Estado – MOVICE (Movement of Victims of State Crimes) in Sucre, Colombia, and is the sister of Carmelo de Jesus Barrios Acosta, who was murdered by paramilitaries on 15 November 2006. The previous day Ms Ingrid Vergara Chavéz, spokesperson for the Sucre branch of MOVICE, Mr Pedro Geney, a member of MOVICE, and Mr Franklin Torres, a member of both MOVICE and the board of directors of the Asociación de Trabajadores Agropecuarios y Campesinos del Departamento de Sucre - ASOTRACDES (Association of Peasants and Agricultural Workers of the department of Sucre) also received death threats.
On 20 May 2011, at approximately 5pm, Candelaria Barrios Acosta received the following threatening message on her mobile telephone: “Le aviso escuche un plan para matar a los que hablan TU Y TU SOBRINO HAY 20 MILLONES PARA HACER LA VUELTA VAYANSE” (I'm warning I heard there is a plan to kill those who speak out YOU AND YOUR NEPHEW THERE'S 20 MILLION OFFERED TO DO IT AGAIN. GET OUT). On 19 May 2011 Ingrid Vergara Chavéz, Pedro Geney and Franklin Torres were sent death threats by email from a group calling themselves Fuerza Anti Guerrillera (Anti Guerrilla Force). These threats follow the presentation of an injunction on 17 May 2011 by the Permanent Committee for the Defence of Human Rights, MOVICE in Sucre and the agricultural workers of the La Europa estate, to the Mayor of Ovejas on behalf of the agricultural workers of the estate, asking the local authorities to remove the staff of the company Arepas Don Juancho who invaded the estate in 2008 and have remained there ever since.
On 30 March 2011 Candelaria Barrios Acosta, together with her nephew, Franklin Torres and Ingrid Vergara Chavéz, had attended a coordination meeting in the Town Hall of Ovejas. Other groups were present at the meeting including agricultural workers from La Europa estate, the National Police, local authorities and members of the Seccional de Policía Judicial e Investigación - SIJIN (Criminal Investigation Unit). At the meeting members of the SIJIN started to take photographs of the people in attendance. When members of MOVICE objected to the apparent profiling of those present, the Mayor of Ovejas denied that this was the purpose and insisted that things have changed. The Mayor later claimed that certain member organisations of MOVICE had links with the Fuerzas Armadas Revolucionarias de Colombia - FARC (Colombian Revolutionary Armed Forces).
On 23 March 2011, MOVICE member Eder Verbel was killed by paramilitaries. On the 17th May 2011 a person who knew one of Eder Verbel's alleged killers told a friend of the family that he was going to poison them. On 16 May 2011, a Marine official advised Jakeline Moguea and Adolfo Verbel, both members of MOVICE and beneficiaries of protective measures put in place by the Inter-American Commission of Human Rights, that they should not leave their homes as information had been received that people who had received threats in the past were to be killed in the coming days. On 17 May 2011, the Verbel family, many of whom are members of MOVICE, found their family dog had been poisoned at their home in the municipality of San Onofre.
Front Line believes that the series of death threats and acts of intimidation to which the members of MOVICE have been subjected are directly related to their work in defence of human rights and MOVICE's work on behalf of victims of crimes committed by the state. Front Line sees this as part of an ongoing campaign of defamation, threats, harassment and attacks against MOVICE and is gravely concerned for the safety of MOVICE members.
Front Line urges the authorities in Colombia to:
1. Carry out an immediate, thorough and impartial investigation into the death threats received by Candelaria Barrios Acosta, Ingrid Vergara Chavéz, Pedro Geney and Franklin Torres and other members of MOVICE, with a view to publishing the results and bringing those responsible to justice in accordance with national standards;
2. Take all necessary measures to guarantee the physical and psychological integrity and security of aforementioned human rights defenders and all members of MOVICE;
3. Guarantee in all circumstances that all human rights defenders in Colombia are able to carry out their legitimate human rights activities without fear of reprisals and free of all restrictions.
