Re: Colombia – Death threats against human rights defenders Ms Martha Lucia Giraldo, Ms Cristina Castro, Ms Berenice Celeyta and Ms Aída Quilcué
On 10 December 2010, human rights defenders Ms Martha Lucia Giraldo, Ms Cristina Castro, Ms Berenice Celeyta and Ms Aída Quilcué received numerous death threats following a public event held in Valle de Cauca to mark the 61st anniversary of International Human Rights Day. Marta Lucia Giraldo works with the Movimiento de Victimas de Crimenes de Estado – MOVICE (Movement of Victims of State Crimes); Cristina Castro is a member of the Comité de Solidaridad con los Presos Politicos- Seccional Valle de Cauca - CSPP (Solidarity Committee for Political Prisoners – Valle de Cauca branch); Berenice Celeyta is the Director of the Asociacion Para la Investigacion y Accion Social - Asociación NOMADESC (Association for Investigation and Social Action); Aída Quilcué is the former Chief Counsel of the Consejo Regional Indígena de Colombia – CRIC (The Indigenous Regional Council of Cauca)
On 10 December 2010, various human rights organisations in the Valle de Cauca region of Colombia came together to mark the 61st anniversary of International Human Rights Day. Public events to mark the day were held in the municipalities of Cali and Zarzal. Similar events were also organised separately by the State with the objective of highlighting the State's support and respect for human rights. During the event organised by the various human rights groups, they launched a Human Rights Life Plan, which sets forth a strategy to tackle human rights issues in the region, focusing on victims of state crimes, LGBTI rights, trade union movements, urban settlements, students and human rights defenders.
Almost immediately after the event had taken place, at 6:39pm, Martha Lucia Giraldo received a text message containing a threat which listed the various organisations and stated “muerte a ustedes y comensamos desde hoy águilas negras nueva generacion” (death to you all, today we begin our new generation of the Black Eagles). A few hours later, at 9:05pm Cristina Castro received a similar death threat on her mobile phone stating “muerte a Nomadesc, movice, ecate, fcspp, pcn, los sapoas guerrilleros” (death to Nomadesc, movice, ecate, fcspp, pcn those Guerilla traitors). Shortly afterwards, Berenice Celeyta and Aída Quilcué received two text messages on their mobile phones, the first message was the same as that sent to Cristina Castro, while the second message stated that “benefactores de la guerrilla moriran perros guerrilleros con sus familias acabaremos muerte” (benefactors of the guerrillas will die, damn guerrillas and their families will end up dead).
The death threats were reported to the local police authorities, and although the human rights defenders were able to provide them with the phone numbers from which the threats came, to date no action has been taken.
Front Line is gravely concerned for the physical and psychological integrity of the aforementioned human rights defenders and given the fact that Colombia continues to record some of the highest levels of attacks on human rights defenders, including killings, Front Line reiterates that immediate measures must be taken to protect those who have been threatened.
Front Line urges the Colombian authorities to:

Carry out an immediate, impartial and thorough investigation into the death threats against Martha Lucia Giraldo, Cristina Castro, Berenice Celeyta and Aída Quilcué, with a view to publishing the results and bringing those responsible to justice in accordance with international standards;

Guarantee the physical and psychological integrity of the aforementioned human rights defenders, particularly by ensuring that adequate and effective security measures are provided to them;

Ensure that all human rights defenders in Colombia, carrying out their legitimate work in the defence of human rights, are able to operate free of restrictions and reprisals, and effectively protected.

Aída Quilcué recibieron numerosas amenazas de muerte después de un acto publico celebrado en el Valle de Cauca por conmemorar el 61° aniversario del Día Internacional de los Derecho Humanos. Martha Lucia Giraldo trabaja con el Movimiento de Victimas de Crimenes de Estado – MOVICE; Cristina Castro es miembro del Comité de Solidaridad con los Presos Politicos- Seccional Valle de Cauca – CSPP; Berenice Celeyta es la directora de la Asociacion Para la Investigacion y Accion Social - Asociación NOMADESC; Aída Quilcué fue la jefa de consejo del
Consejo Regional Indígena de Colombia – CRIC.
El 10 de diciembre de 2010, varias organizaciones de derechos humanos en la región del Valle de Cauca, se reunieron para conmemorar el 61° aniversario del Día Internacional de los Derechos Humanos. Realizaron actividades para conmemorar el día, en los municipios de Cali y Zarzal. Otras actividades similares fueron organizadas por separado por parte del Estado con el objeto de destacar el apoyo y el respeto del Estado para los derechos humanos. Durante el evento organizado por parte de varias organizaciones de los derechos humanos, se presentó un Plan de Vida de Derechos Humanos en que se encuentra una estrategia para hacer frente a temas de derechos humanos en la región, centrado específicamente en víctimas de crímenes de Estado, sector LGTB, sindicatos, asentamientos urbanos, estudiantes y defensores/as de derechos humanos.
Inmediatamente después de la culminación de las actividades conmemorativas, a las 18.39 horas, Martha Lucia Giraldo recibió un mensaje de texto con una amenaza que se enumeraba las organizaciones y declaró “muerte a ustedes y comensamos desde hoy águilas negras nueva generacion”. Unas horas mas tarde a las 21.05 horas, Cristina Castro recibió una amenaza de muerte similar, a su móvil que declaró “muerte a Nomadesc, movice, ecate, fcspp, pcn, los sapoas guerrilleros”. Poco tiempo después, Berenice Celeyta y Aída Quilcué recibieron dos mensajes de texto a sus móviles, el primer mensaje fue igual que lo que recibió Cristina Castro. El segundo mensaje declaró “benefactores de la guerrilla moriran perros guerrilleros con sus familias acabaremos muerte”.
Las amenazas de muerte fueron denunciadas ante la policía local, y aunque las defensoras de los derechos humanos dieron los números de los móviles de donde vinieron las amenazas, hasta ahora no se ha iniciado ninguna investigación.
Front Line manifiesta su preocupación por la integridad física y psicológica de dichos defensores de derechos humanos y, teniendo en cuenta el alto índice de ataques contra defensores de los derechos humanos en Colombia, incluyendo asesinatos, Front Line reitera la necesidad urgente de tomar medidas inmediatas para proteger a los que han sido amenazados.
Front Line insta a las autoridades Colombianas a que:

Inicien una investigación inmediata, imparcial y exhaustativa sobre las amenazas de muerte a Martha Lucia Giraldo, Cristina Castro, Berenice Celeyta and Aída Quilcué, con el fin de identificar a los responsables, llevarlos ante un tribunal competente e imparcial, y aplicarles las sanciones previstas por la ley;
-
Tomen todas las medidas necesarias, adecuadas y efectivas para garantizar la seguridad y la integridad física y psicológica de dichos defensoras de los derechos humanos;
-
Garanticen en toda circunstancia que los defensores y defensoras de derechos humanos en Colombia puedan llevar a cabo sus actividades legítimas y pacíficas sin temor a represalias.
